| Scenario 2: North Korea, funded by Iran, manages to put a small nuke on the tip of a small rocket, like a Scud. They load it onto a container ship and start a world tour. Eventually, they approach the west coast where they launch it into the atmosphere above Los Angeles while in international waters. The EMP blast takes all electronics out between LA and Denver. Upon launch, the crew is killed and the ship scuttled.
The govt will not respond since it cannot confirm the source of the missile. Even though it is sure it was sourced from North Korea, it just does not have the balls to respond in kind. Meanwhile, the west coast is in turmoil and the impact drags the rest of the country into a severe depression. Things spiral down from there.
Ok, this scenario is not too likely. Although an EMP blast is the best way of taking the US down, I just don't think there is enough skill out there to pull it off.
