I'm gonna guess that the OP wants to know how to buy either a Suppressor or Machinegun. To that end, I'll answer.
You can buy either of the above as a civillian. Suppressors are still being produced and are relatively inexpensive. Machineguns, on the other hand, are no longer being produced for sale in the civilain market. That ended in 1986 and, as such, they are very expensive and the supply is fixed. The process, however, for buying either is the same. You don't apply for any type of 'license'. What you do is apply for the item to be transferred either from the dealer, or current owner, to yourself. This transfer is taxed at the rate of $200 per item transferred and requires a substantial background check through the BATFE. Currently, the time frame required to complete the above steps is around 6-8 weeks. It is, however, worth every second IMHO. If there were an NFA forum on this site, I'd bet it would contain a sticky detailing how to do just such a thing...WINK, WINK...
