Novatac is a bit more expensive than the other two because most of the parts are made in the USA. Ultimately it depends on your applications. If all you need is a utility light, the aforementioned Streamlight Microstream is hard to beat. I carry one, but it's in addition to my other lights. If this is going to be a defensive tool, you'll want something that uses two CR123A batteries, produces at least 120 lumens, and can use a lanyard. If your needs are other, you need to decide what kind of batteries you want to use (AAA, AA, CR123A, other), how much light you need for you applications, etc. For most utility purposes, the single CR123A-powered lights made by Novatac and Fenix kick butt. The Fenix that hangs from my belt loop will make 185 lumens on the bright setting, has two lower settings to conserve power, and has a strobe and an SOS strobe. It was about $50.
