Help Identifying a round

I am trying to identify the round in the middle. I have placed an 30.06 round on the left and a .223 on the right for size comparison. It's sort of hard to tell in the picture but the bullet seems to be steel.

This is a pic of the head stamp... Seems to have a 49(manufacture date..?) a star, a circle with an small dot below it, and a six... Also the primer seems to be staked in place.

I believe the round to be an 8mm mauser, but am unsure.

Thanks... Any idea on the maker and does it have a steel jacketed bullet..? Am I correct on the production year?
