    I view this as a positive effort, but it appears to only "defund" the BATFE from enforcing their memo interpretation that 7N6 is handgun AP ammo; it does not change or supersede that interpretation. Even if this passes, I don't think anyone would be able to get the BATFE to approve a Form 6 for 5.45x39 7N6 ammunition. BATFE would have no money to enforce the ban, but it wouldn't force them to approve the Form 6 (required for import) either. The only thing someone might be able to do is file a Form 6 for "5.45x39 ball" (which by military standards 7N6 is correctly considered a ball round), hope if gets approved, hope that Customs doesn't sieze it at the port when they see it is 7N6, and hope BATFE doesn't raid your warehouse at later date - I don't see any importer taking that risk, but I could be wrong.
