My 4 year permit expired on 12-16-08 and I applied for a LTCH on 1-2-09. Am I legal to carry if I have my old permit and the papers where I applied for the new LTCH on me?

I don't think so, due to you letting it lapse.

I had to think about the wording of this one. It does say "within 30 days" but it involves an extension of the expiration date. If you file after expiration, there will have been a lapse, and the license, having expired, can not be extended. At least that's my interpretation unless I see a different authoritative pronouncement.

Granting or rejecting initial application; renewals
Sec. 6. (a) Every initial application for any license under this chapter shall be granted or rejected within sixty (60) days after the application is filed.
(b) The period during which an application for the renewal of an existing license may be filed begins one hundred eighty (180) days before the expiration of the existing license. If the application for renewal of an existing license is filed within thirty (30) days of its expiration, the existing license is automatically extended until the application for renewal is passed upon.
As added by P.L.311-1983, SEC.32. Amended by P.L.190-2006, SEC.4.

Take a chance getting caught carrying without a valid permit, or take a chance by not having a gun on you when you need it??

Well let me tell you, I am prior LEO and I would of let you go if I stopped you but I can tell you I know a LOT of cops that would jail you for it with out thinking about it!!!! And they you have to go to court and defend yourself....

Easiest way to answer your question is to call the ISP Firearms Licensing Branch on Monday and ask them. 317-233-5054.
