With sidewalks, the question is really is it a general public sidewalk. Basically every sidewalk that parallels a _public_ street is a sidewalk that is completely open to any member of the public to use. They can't stop you from carrying your weapon on them. Now sidewalks that are poured between buildings and to walk to and from private buildings to the public sidewalks are private property. Also, colleges and universities will sometimes get tired of waiting for local gov to act on some issues, so it is possible that colleges will decide to spend their own money upgrading public sidewalks and/or streets. This doesn't mean the sidewalk and street is now private. As long as the local unit of government that the entity is located in maintains the right-of-way, then it is open to all as far as I am concerned.
