I'd say pretty much all 4 rules apply. Weapon on safe (unless it doesn't have an external manual safety), treating as if it were loaded (especially since it was loaded) not pointing it at something he didn't intend to shoot (other agents) and the ever popular booger hook off the bang switch.

A bit off topic but where do US Marshals come from? Are most of them former LEOs who apply for a federal gig like the Marshals?

I'm sure there are some "cold" hires, but most US Marshals probably come from the ranks of state/local LE, or from other federal agencies.
