Saw on the news that 3500 civilians (Vigilant Guard) were hired by the military for role playing exercise at Camp Atterbury-Muscatatuck Crier (Muscatatuck Urban Training Center (MUTC) > HOME). The few live photos were of roadblocks, searches, etc. Very large simulation to utilize 3500 civilians at one time. Looks like Obama is intensifying training for military action in the USA ![]() Vigilant Guard What is Exercise "Vigilant Guard"? An 11-day, Indiana National Guard-hosted exercise that will test the National Guard as the first military responder in support of the governor and the state emergency management agency. "Vigilant Guard" reinforces that all incidents are local. The exercise will demonstrate the capabilities of the Indiana National Guard Joint Force Headquarters, the Joint Task Force-Indiana, and the Emergency Management Assistance Compact (EMAC) – the process where Governors reach out to other governors for more assistance. Specific National Guard homeland defense capabilities will include the National Guard Reaction Forces, Weapons of Mass Destruction Civil Support Teams and Chemical, Biological, Radiological and Nuclear Enhanced Response Package teams. What is the exercise scenario? A simulated 10-kiloton nuclear device detonation will drive the deployment of National Guard personnel from Indiana, Illinois, Ohio, the National Guard Bureau, and other states. Who will participate? More than 2,000 National Guard personnel from Indiana and surrounding states will participate – all under the command and control of the Governor of Indiana through EMAC. These National Guard forces will operate and train alongside other participants including Indiana county and state agencies, the Department of Homeland Security, Federal Emergency Management Agency (FEMA) Region V, and the Department of Energy.

The publicly-presented mandate for these National Guard troops continues to revolve around the “disasters” and “terrorism” theme. However, the RAND Corp., an authoritative think tank that has proven close to the political agendas actually being implemented, has prepared the nation for riots within the United States and control of widespread domestic unrest. Their 2009 report “A Stability Police Force for the United States” [PDF] proposes a “hybrid” military/law enforcement unit that would respond to disasters, but effectively act as a Federally-controlled policing force implemented within the bounds of States under the guise of controlling domestic riots, preparing for terrorism and even training for overseas deployment. The RAND report outlines in part: “The USMS [U.S. Marshalls Service] hybrid option … provides an important nondeployed mission for the force: augmenting state and local agencies, many of which currently suffer from severe personnel shortages.”It is clear that while these events seemingly take place independently, and trickle out of the news without alarm, it is part of a larger plan to implement National Guard in duties never meant for them to undertake across the country, functioning, in essence, as another layer of “authority” over the states and inviduals, and taking power under the pretense of national disaster, terror attack, biological or chemical warfare, the drug war or general domestic unrest. Notice the difference between a response to something that might happen utilizing the National Guard when needed vs. the premeditated deployment of the National Guard along the 10 regional lines drawn by FEMA to serve at any pretext that can be justified. I have included both a RAND Corp. study for integrated National Guard response following Hurricane Katrina as well as an Army report playing out the joint command structures and integrated control of National Guard between Federal and State authorities, all closely paralleling the rise of Fusion Centers to ‘protect the homeland.’ |

I didn't know they had a whole city sized training facility down there. MUTC to be Epicenter of Emergency Response Exercise > Muscatatuck Urban Training Center (MUTC) > MUTC Latest News In order to create the look of a city following a disastrous event destroyed cars, old mobile homes, and debris located throughout the facility will be strewn around Muscatatuck, blocking roads and creating a disaster area. For safety reasons, the Muscatatuck facility will be closed to all civilian traffic beginning at 5 a.m. on July 10 until 11 p.m. on July 24. Brush Creek Reservoir will also be closed during this time due to the exercise. |

![]() ![]() ![]() ![]() ![]() | Guys, take off the tinfoil caps. These units are small - generally company-sized. They are, at this point, primarily NBCR response units charged with rescue and decon. They're being set up as part of the overall governmental response to a WMD attack; not as a population control measure. I was a member of the FEMA US&R Task Force in Indiana for 10 years and these Guard units are another resource the Feds will use to respond to an attack. I also spoke to the State J4-representative who is coordinating the logistics/funding for these units about 10 days ago because I was curious about the who/how and got a pretty good brief. The current force has been downsized from a battalion-sized response force that was envisioned (and partially funded) for about 15 months before the program was cancelled and the new, smaller plan was implemented. Not only is the size of the team smaller, but unit placement is, as with everything else in the National Guard, as much a matter of political power as proximity to perceived targets. I'm not a big political guy, but the current State Adjutant General's decision a few years ago to push using the old State Developmental Training Center at Muscatatuk as a national Urban Combat Training Center has turned out to be a great deal for the State in terms of dollars and resources allocated to Indiana. That means jobs (not just for Guardsmen) and it also provides a venue big enough for many state resources to use for joint disaster training as well as for Urban Warfare training. |
