The "tent jail" in AZ has been proven to work; as noted above, those who go there (non-violent offenders) don't come back. Violent offenders get traditional cells, with walls, bars, and the like. Be that as it may, however, that's not, unfortunately, something most states can do. Look outside. When temperatures get down below freezing and stay that way for weeks, even months, we cannot "house" people in tents outside, certainly not non-violent offenders.

I agree with punishing crimes harshly, but while Sheriff Joe can tell the inmates who complain about the heat to "Shut up! Our soldiers are over in the desert, too, carrying 80-some-odd pounds of equipment and being shot at! If you don't like it here, don't come back!", and the inmates can get under shade to at least not have the sun beating down on them directly, the same cannot be said for long-term, below-freezing conditions.

We have to be humane. We do not have to spoil them. Lose the cable TV, weight rooms, etc. Chain gangs worked for a long time-why were they discontinued? Could non-violent offenders get GPS ankle bracelets and either do lawn work or snow-clearing? Keep them busy enough and we wouldn't have prison fights because everyone would be too tired. (It might cut down on prison rapes, too. (excuse me... "criminal deviate conduct" )

Nothing Good about Bart or the Center Township Mafia. The city is better off than it was under Black Bart but it will take time to undo the things that Bart, Anderson and the Center Township Mafia have corrupted.
