    A) Why doesn't the town/state just go in and do the work. What is the Forest Service going to do, send in the military? Heck, I'd send the Forest Service a bill*, since it is THEIR land the has damaged to water works. They should have erosion control in place where it could damage public utilities.

    B) Don't most utilities have a right-of-way for maintenance?

    The Forest Service annoys me to no end. Bunch of land-grabbers.

    * Yeah, it is all taxpayer's money in the end. I get that.

    It is crap that the letter was ever written in the first place. Sounds a bit like a human rights violation in the works, depriving US citizens of water in the name of saving publicly owned land.
    Im sure that the Army Corps of Engineers wouldnt be using horses and hand tools if they were working on the project.

    Block and tackle and a metric truck load and cable, and I'd get those boulders out of there.

    One wonders if the Feds would own and have control over so many acres if people didn't demand that the collective pay for their parks.

    The Forest Service declined to comment, but court records indicate they are allowing Tombstone to fix their waterlines but within a swarm of rules the city does not like: no fixing the pipes without permits, no heavy machinery next to some of the springs, and no claiming water rights until the government fact-checks this which, in Arizona, could take years.

    Tombstone just elected a new mayor, whose entire campaign platform was based on fixing the water situation faster. He’s going forward with the lawsuit against the feds to keep the spring water, but he’s also looking into drilling new wells for even more water.
