Not 'terrorism', according to any definition I've ever heard of.

Regardless, I see a lot of 'arrested and prosecuted', 'acquitted', 'charged' terminology but not very many convictions.

If Mcvey could have been put away with RICO charges vs. terrorism charges, would that have made him any less of a terrorist? If someone has a stated intention and means to carry out a terror attack and they are arrested for something completely different before they can carry out their attack are they any less a terrorist?
