| It's a non-binding resolution that carries no force of law. Essentially, it says they better not do anything they aren't supposed to and/or stop if they are or we'll get really mad. If Mitch and the legislators wanted to show they had a pair, they would provide some meat to the "or else". Make it a bill that will cease any and all payments to the feds for failure to adhere to the conditions. If the fed threatens to cut off all payments to the state of Indiana, great. They need our tax dollars more than we need them.
