For a transaction with an individual from another state is it necessary to involve an ffl? Are ftf deals out of state illegal?(maybe a stupid question, but i dont know the answer)

This was answered recently. I know if it's a handgun, the answer is yes, an FFL is necessary, and maybe two FFLs, yours and theirs.

I don't recall about long guns. I want to say it's OK without FFL, but not sure. Will check and update.

IT is illegal to sell, give as a gift etc etc ANY firearm to an out of state resident. It is legal for an out of state resident to buy a LONG-GUN ONLY from a FFL, if BOTH states laws are obeyed. If you want to sell, give as a gift etc etc a firearm to an out of state resident you can ship it to a FFL in their state (only a receiving FFL is needed).

Thanks. I just looked at ATF's website as well. The reason I said this might require two FFLs is if the receiving FFL will not accept a transferred firearm from a non-licensee. That would not, of course, be required by statute, but rather that FFL's personal preference/business practice.

I bought a rifle in Kentucky a couple of weeks ago at Whittakers. All I had to do is fill out the standard form and they called in an NCIS check. Two minutes later... on my way.

That's because it was a long gun and you were buying from a FFL. Had it been a handgun, you would have had to have it shipped to a FFL in Indiana, ditto had it been a private sale, because you're not a KY resident.

I really didn't plan on picking up a rifle while there, but they just had great prices and an enormous selection!

No, this falls under Federal Law... it is a violation of the Gun Control Act of 1968. It is legal for a out of state resident to purchase a LONG-GUN from an out of state FFL as long as both states laws are obeyed.
