Anyone here have the capability to cut/bend/weld in a piece of steel bar to make a standard loop on my PW87 (1887 Winchester clone) into a large loop? I'd be able to do the cosmetic work after the hard part is done.

Being that its a Winchester clone, I would buy a large loop for a Winchester and fit that to your rifle. That way you can return it back if you ever wanted to.

There's not really a replacement available anywhere, looks like I'll have to go custom. So, who's got a tig welder and wants to do something custom?

Finding someone who's talented with a tig welder definitely looks like your best option, but (as the red already mentioned) it would definitely behoove you to get a second lever for the weld process so that you still have your stock lever to put back on if you don't like the big loop, or if something goes wrong with the modification.
It goes without saying that you'll also need to do some cleanup at the junction of the weld and blue the whole thing, unless you don't mind a weird looking lever that's half blued and half "in the white."
Maybe Cerakote would be the best option here, both from a price and durability aspect.

The best way to go is to get a peace of steel about a 1/16" thicker than the lever you have. Then start cutting it out with 4" grinder, drill bits, and sanding drums. No welding that way and you can set up the loop any way you want it. Just go slow and use the old one as a jig for the new one. As you get closer to the shape, you want to use smaller and finer sanding disks and sanding cloth. How smooth and finished it looks is equal to the time you put into it.

Better yet, find somebody with a CNC laser/plasma/water-jet cutter and cut the profile that way to save a LOT of work...

Double Dog better yet,, pay the man that does it for a living. You will spend more money on layout and table time to have someone use a CNC plasma, laser or water saw and you still have to grind , polish and finish the lever.

Not necessarily... if you find a guy with one of the above and you walk in the door with a dxf file that he can plug & play with you might be able to get some cheap table time.
