I love my Savage .223, I would recomend that. I think I paid $489 new. .243 would also be a good choice, just in case you decide to do some hunting with it.

As already mentioned, the Remington 770 would be a good choice for an all-around rifle. The most versatile caliber to get would probably be a 30-06, but for "plinking", I agree with the choice of a .223 something. But, like others, I can't immediately come up with a good suggestion under $350 (Save your money for the Savage). You can get the 770 in .243, however.

For your budget you might want to look at the new Marlins. Reviews look pretty good on them, but I don't have any experience. My father was looking at getting a camo 7mm-08, but they can be somewhat hard to come by in places. He ended up deciding to just keep looking around.
