Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 was signed into law http://www.pepfar.gov/documents/organization/108294.pdf So no Obama didn't overturn the ban. Congress and President Bush did, in 2008. Well technically he was a senator so he did too. |
