You are right, the Fed is not part of the Federal Government. It is a large central bank, that is in fact private and not for profit. It is sometimes thought to be part of the official Federal Government since it is often influenced by and works very closely with the government.


The IRS is the arm of the federal government that does collect the taxes that fund the government spending.
