They can certainly do a transfer, although that part isn't strictly necessary. As I understand the law (as posted in another thread), a raffle requires a raffle license, which is only granted to charitable organizations that meet certain criteria. We may ultimately end up having to do a no-reserve auction, which would not be ideal, but at least everyone would have a chance to bid.
