The idea here is that city water wont work or will be sporadic .

They are one in the same. Charcoal is heated to get rid of the gasses leaving a highly porous and absorbant material. Activated charcoal, when used in medicine, bonds to the contents of the stomach and makes them too large to be absorbed by the human digestive system. This allows the substance to be "run through" the system without being absorbed by the body. It's used when a patient has injested something that would be too caustic to induce vomitting with Ipecac. I used it many times in my 13 years as a paramedic, and never once had a patient throw up from it. Now if you are silly enough to give Ipecac AFTER activated charcoal, you deserve to wear the contents of your patient's stomach on your shirt, lol!
