      dropping old felony

      (Mod if this is wrong dept,please move). Question,I have a relative who had 1 felony(nonviolent) 16 yrs ago & was incarcerated for 3 yrs. What would it take or what steps are neccessary to get it dropped to a misdemaenor. I realize its probably a individual case by case thing but was curious...
