I would go with the G19. Nothing against the M&P, but I personally perfer the Glock for concealibility and the feel in my hand. But you need to try both. See how they feel in your hand.
The Glock 26 is one sweet handgun. My wife took mine over, and has put about 2000 rounds through it with no issues. Very concealable. I still get my hands on it very now and again.
The ZT 0350 is an excellence choice. I have had mine for 2 years now and it is flawless. I carry it every day. Very sharp and will cut through about anything. I prefer the non serrated blade, but that's my personal choice.

There is nothing wrong with 22lr. The Ruger LCR in 22LR would be a good starter. Get her something that she is comfortable with and will practice with. My wife carried a 22lr for ten years before switching to 9mm.
AN USMC Kabar, I got one for $68 at the 1500. This is my second one. Got my first in 1980. Excellent knife, does everything I ask it to do. And for $68 not afraid to use it for anything. Why pay $200 for a knife you may never use!
