If you go slowly enough with a drill press, you don't need a mill or lathe. That said, having a mill (or mini-mill at least from Harbor Freight) would make it a bit easier I would think (and put less stress on your machine from not using it incorrectly).

Using 0000 steel wool on the outside should clean up any surface rust in under 5 minutes (just finished with a "beat up" Marlin 795 that actually didn't even leave visible scuffs on the barrel...looks brand new).
As for the barrel, like others say, check for obstructions, run a few rods through...

LonSch is correct. The M44s were zero'd in with their bayonets extended. Not saying it can't/shouldn't be done, but you will need to make sight adjustments to the gun afterward.
Agree with previous comments. Brown Bear/Wolf/Tula is the only thing I get for my CZ-82 (9x18). It works great for plinking and goes bang every time. I don't notice any additional mess or fouling, but my pistol is smooth bore, so its hard to compare.
