Why would BATFE build their own tracking devices from radio shack, when the FBI and CIA have the most advanced spy equipment in the world? I thought the whole purpose of the Homeland Defense deoartment, was to coordinate the different security branches. BATFE clearly went renegade on this, and the entire leadersbip should be fired, especially the director.
