Ok i know building a suppressor without the correct paperwork is illegal and would be punishable by heavy fines and probably prison time . With that said what is, if any, the legal way to build your own supressors? Not to sell or give as gifts just for personal use.

Build it for yourself after you have submitted and received back a stamped form 1. You have to submit the 2
coppies of the form 1 with either a trust or if as an individual your photos fingerprints and have the chief Leo sign the papers. Then mail it in with the $200 fee PER NFA ITEM. one time fee per item.

Yes, what they all said. Perfectly legal with the Form 1, and if you have access to a lathe and a proven baffle design (checkout silencertalk.com) you can build one for a lot less that retail cost that will perform nearly as well.
