    A Rifle sale from In to IL is fine (vice Versa)... handgun sales must get sent to IL FFL...

    Er, no. That's incorrect. ALL interstate firearm sales must go through an FFL. When you purchase a long gun, you can go through an FFL in the purchasing state or in your own state. When you purchase a handgun, it must go through an FFL in your own state. I quoted the relevant statutes and ATF FAQ entries in the link in the second post.
