Savage 99C action question

I have a Savage model 99C that will cycle with the magazine out but does not cycle when the magazine is inserted. I have checked the feed lips and they do not seem bent or out of whack. I have tried cycling it with action dummies and it does not help either. With the magazine inserted the action will begin to drop but will only travel about 1/8" down and then it becomes locked up, I can close the action but it will not open with the mag inserted. Any help would be greatly appreciated.
