    You're missing most of the rifle. You need a barreled action and an upper handguard at the bare minimum, plus barrel bands. If the barreled action doesn't have sights, you'll need those too.

    Thanks guys ya trying to keep the parts for sentimental value the lower piece has the vin so I assume the rest can be bought without ffl?

    No, the barreled action/receiver would have the serial number of record, so I believe it would require an FFL unless you have a C&R license (FFL 03 - Collector of Curios and Relics).
