    So, illegal or not if no SS#? Will it need to be registered?
    There’s no federal registration and no state registration except a select few states. If it’s not illegal to buy an 80% lower now, they can’t come confiscate it because they have no record of who bought it. Don’t worry about if it will be, worry about where you are going to hide it if it becomes illegal

    On April 11th, 2022, President Biden held a large press conference at the White House announcing the finalized ruling of the ATF’s new proposed rulemaking 2021R-05F which stands to change the entire 80 percent and firearms industry as we know it. This rule was written with the purpose of banning 80 lower receivers and 80 lower jigs in just 120 days from the publish date. In the meantime, you are still allowed to purchase these products.
    Rules, regulations and Statutes are not Law. They lack due process and that fact has been upheld by the Supreme Court countless times.

    Perhaps. But defending against a zealous .gov bureaucracy isn't free (or even cheap). The time period between a new rule or reg implementation and a court striking it down leaves the average man at risk, at least financially.

    If it is completed now, YOU are the one who completed it, it was legal to make when you made it, and it is legal to own now, then YES, completely legal and completely unaffected by the new rule. No need to register.

    The only reason you'd have to serialize it would be if you wanted to sell/transfer/give it to any other party. Then you would have to have an FFL serialize it. But that was also true before.

    IANAL, backup with your own research, don't do anything based on what I say, you're the one responsible, etc, etc

    Not a Lawyer but as I understand the new "guidelines" 80% "kits" are no longer allowed?
    Well in practical terms, yes, but in literal terms, no. You're still allowed to have 80% kits, but they have to be treated like finished firearms. So in order for an individual or company to sell/buy/give/transfer an 80% kit in any way it has to be serialized. Not exactly a ban, but it does defeat the whole point of 80% kits (unless someone just wants the experience of finishing out their own receiver) so they are likely just not going to be a thing anymore.
    The 80% guns you have now should be totally fine and unaffected.
    If by 80% guns you mean firearms that were manufactured by the owner from an 80% kit, and are not 80% anymore but are now finished firearms, then yes, they are completely unaffected by the new rule.

    If you have an 80% kit you bought before the rule took effect, you can still legally own it and finish it out, but the difference now is that if you want to sell/give/transfer it to any other party, you must first have an FFL serialize it, even it's not finished and still in "80%" state.

    IANAL, don't do anything based on what I say, do your own research, etc, etc
