    The two aren't mutually exclusive. An incident can be both not an intentional act (including terrorism) and also an accident that incurs criminal liability.

    Just saw an update on the port, it remains closed while terminals are operational. Carriers are advising it'll remain closed for 3-6 months.

    Most shipments are being diverted to NY and Norfolk, although Norfolk is struggling with the increased volume.

    And lifting the bridge deck off of the MV Dali seems to be the next big step.

    NTSB preliminary report is out.

    Fuel contamination not an issue.

    Circuit breakers tripped for as yet unknown reasons. Main engine lubrication and cooling pumps controlled by electricity so when electric power was lost main engine automatically shut down. Steering pumps also electrically controlled so steering lost as well. Breakers were reset and some elec power regained but then different ones tripped, so propulsion was not regained. During a short period of power the rudder was able to be put hard left but without prop pushing water the rudder not effective.

    Port anchor chain was unlocked to drop anchor, but hit bridge before chain could be locked again so not a player. One crew member hurt by falling bridge debris; he was the guy sent to port bow to unlock the anchor.

    Ship was able to contact shore, people who intern contacted police to seal off bridge before any more traffic got on it. One inspector (walking the length of the bridge) and seven workers were on bridge when Dali struck. The inspector was able to run north and get to a span that didn’t collapse. The seven workers fell into the water, and one of them was able to escape his vehicle and be rescued by a police boat.
