Bump up the load a little and I guarantee your loads will clean up. Bullseye is known to be dirty,but HP-38 and especially Clays are clean burning. Any powder loaded at the lower end tends to be dirty.

If you join the NMLRA you can buy black powder at Friendship. Other than that you will have to pay hazmat fees going with Graf and Sons.
There are some other online vendors who will ship black powder.
I use the standard Lee disk thrower and have no problem at all metering Titegroup. I am curious what are you using for a powder scale?
If you are using a cheap digital scale make sure it is not fluctuating. I bought a cheap Hornady digital scale and it won't hold zero for nothing.
