Try searching McMaster-Carr for Hollow Lock Set Screws. Depending on the combination of thread, hex size and length, you might be able to get away on the cheap.
If you do not need hex all the way through, you can also just shorten a set screw to length and drill the center thru.

If the truck will fit some larger tires (and I do mean larger), surplus HMMWV tires are available. size 37x12.5x16.5
Not sure where you can get these locally, so shipping might be a killer even thought the tires are rather inexpensive.

Gun Sights
Seems reasonable if you are willing to charge it to have 'night sights'.
Aluminum oxide will cut the surface and leave it with a sharper surface texture from the shape of the particles, sharp and angular. The glass bead will still texture the surface and give a satin or matte finish, but the surface will not be as sharp and not have the 'tooth' for a finish you...

There is some pretty cool 3D printing technologies out there. I have seen an example of 9 mm pistol printed in metal from a vendor selling rapid prototyping services. They claim a few thousand rounds were fired.
