I think Sen Bray explained the process and why it was done the way it was (more or less like he explained on camera). From a layman’s POV, his explanation seemed logical. I’m glad it worked out the way it did.So basically she saw it was going to pass and didn’t want to **** off her consituents.

As I understand it (and others have stated here), the worst case is that he vetoes it too late to get another vote on it. But vetoing it would make for a much more difficult senate primary run in Indiana.Both chambers vote on the floor. Assuming it passes it moves to Holcomb's desk.
I don't think he'll have the numbers to survive a veto and I don't think he can pocket veto (allow it to sit on his desk until it expires), but I'm new-ish to the state so someone correct me if I'm wrong.
