A shooting in a Pittsburgh mall where guns are prohibited!?

How can this be possible?

"Weapons are banned at the mall, whose code of conduct specifically prohibits "Carrying or displaying weapons of any kind except those carried by certified law enforcement officers in the performance of their duties."
"I would have thought that having four officers there would have deterred any incident like we saw (Saturday)," he told the newspaper.

This is what I'm trying to wrap my head around. If guns are banned, why did a criminal take one in? And...why couldn't four armed police officers protect a million square feet of retail space?

I've been to this mall many times. It's pretty darn big, so 4 cops don't mean a whole lot.

Apparently it's had its share of issues the last few years.
