    If you have permission from the landowner or are hunting them in season and have a license I'm not sure there's too much that isn't legal for killing the nasty critters.

    We get permits to pick up roadkill and use them all the time. Works great and brings in many other forms of wildlife to watch. We have fox, skunk, opossum (one of which was killed on camera by a coyote while at the bait pile), owls, hawks and, of course, coyotes.
