Unfortunately it would seem the alcohol may have affected this guy's aim. He missed the suspect.

It's quite obvious that it couldn't have been an INGO member. There's not one member that would have missed the robber.

This situation could happen, but I would be more worried about the legal problems that could happen should an overachieving prosecuter see the posts. As HoughMade said, "have the good sense to stay quiet until the investigation is completed and/or the statute of limitations expires."
