So my brother asked me to clean his Remington 700ML cuz it wasn't shooting very well. Well, here's a picture of his muzzle and his bore looks pretty much like this all the way back to the breech plug:

I've shot off a message to AllenM about shortening or replacing the barrel.
If he doesn't want to work on the rifle(I seriously would be surprised if he did!),
any other suggestions for a smith that could do the work?
    Who's barrel is good?

Can you get the breech plug out? If so, I bet you would be surprised at how well you can clean it up.
I have messed with many 100+ year old rifles with some pretty grungy bores. And I have had pretty good luck cleaning them up and getting them shooting.
