Private sales forum, no "new thread" button, *and I know where to look because I found it here , and yes, I rebooted three times

If it's the "Private Sales Forum", you can't create a new thread because that forum was permanently closed a year ago in favor of the new iTrader system. You can find a complete description in the INGO FAQ.
