AFAIK if it's not corroded or showing other signs of degradation, it should be good to go. Proper disposal in that case would be a loaded magazine and a target to shoot at.

1964 vintage you might as well just shoot it, especially if it is loose. A nice sealed box from 1963 might have some collector value since that was the first year of standard USGI production. Any USGI stuff earlier than 1963 would have the most collector value.
Just curious what the headstamp. Twin Cities Arsenal made millions or maybe billions of 5.56 ammo. I was stationed there from 70 to 73 and toured the production lines many times. I shot up the last of my TC73 a couple of years ago and the ballistics exactly matched all of the mil-spec and commercial 55 grain FMJBT ammo that I had to shoot through the chronograph.
