is this a dedicated (read: heavy) varmint rifle, or an all-around performer that will ALSO do varmint work?

This would probably be more of an all around performer.

These particular ground hogs could be from 50ft to 100 yrds. However I might add he'd like to add coyotes to his list of vermin that need to be dispatched. Don't know how far out those usually run.

I've run sporters on chucks for decades.
Handloads, guns shot them well.
You kill some, get yourself dialed in to the process, anything under 200 yards is boring. Interesting to 300.
Fun past that.

I was looking at 223s the other day at Field and Stream. They had a Savage in 223 with the heavy barrel model 11 with a scope, ( 4 - 12 I think ) it was $500. I handled it and it felt good in my hands. I would have gotten it if I had the money on me. That is why I don't travel with my spending money till I am ready to buy. It is just to easy to talk me into buying stuff.

Also on this site is a good old Remington 788 in 22-250 in the classifieds , if I had the money I'd buy it

I have one of these and it is deadly accurate.

FWIW I would not run a varminter without an AO scope.
Dual purpose rig one might be able to go without.
