So far, my read of the situation is that they've been presented a petition with enough strength/sigs that they are bound by some rule to consider it and open it to public comment for a specified period of time, even if they may not be able to implement the petition's recommendations. Of course we should take the opportunity to comment, but at the moment I'm not terribly worried about it.
