Midnight to 4AM is prime time.

When I worked at the track/IMS I got to meet Speedway PD, IPD, Sheriff and ISP A LOT during those hours. I learned early that it is best to be home asleep at this time. Move when the predators are still.

Seems like there is some really poor marksmanship goin on down there. Send some NRA instructors in, teach the criminal element to shoot better and let natural selection take it's course.

That is literally an alley away from one of the shootings.
