High cap mags in South Bend?

I looked around but didnt see this anywhere. I was told that South Bend didnt allow HI cap mags in the city limits. What is there definition of High cap for a pistol. The reason I ask is I CC in south bend. Sorry if this has been posted before but I didnt see it.
