    Well, If that is the case. I think that Arizona should use some of its prisoners to use this hand tools.. make it a volunteer thing, not mandated i am sure some prisoners would like some fresh air.. Or is the state not allowed to use this sort of labor anymore?

    I suspect sheriff Joe Arpaio could get it done in no time with his "pink panty" brigade!
