Automobiles are already registered, which will make it easier for the police to confiscate and demill all such threats to our society. As travel is a privilege, there aren't any constitutional issues at risk.

People use cars in crimes everday. Therefore we should outlaw them. Or at least you should be limited to 1 purchase a month. No automatic cars should be allowed only 10 foot advance per accelerator push. Only police shoul have them.
