Need Contractor for water main tap in Westfield (Citizens)

Long story short, I need a new main tap to a vacant property that is owned by my family. I will be setting up an irrigation system, so just stubbed out of the meter with poly or whatever is all I need. This is in Westfield, so you're dealing with Citizens'. There will be road cutting (12' long by however wide) involved. I received one quote and I was absolutely shocked, so I'm seeking another to see if its really going to cost this much.
