Thank you for the responses. I think a taser is the way to go.
No license to carry openly or concealed with this model.
How did you get that from this thread?
1. She would still need a LTCH to carry a tazer
2. Very limited chances to make an effective hit
2. Only effective while voltage is being administered
4. Very limited range with non-LEO cartridges
5. Slower to engage than pepper spray (unless carried in a holster on the body)
Police officers successfully use tazers by having the means to physically subdue the person immediately following the tazer application, usually while still using the tazer for compliance until the person is successfully restrained (and sometimes afterward just for fun... Am I right guys? Heh, you don't have to answer that). Police officers also have the option of lethal force if needed should the non-lethal prove ineffective.
IMO, a good quality OC pepper spray is a much more plausible defense option for someone not willing to carry a firearm. It can be carried in hand ready to go when she walks to her car, and the effects last plenty long enough to get away from the threat and seek help.
I could be wrong but I think the Taser is classified as a handgun and therefore you need a LTCH to carry. No matter if you get the X26 ir the C2 model.

Any suggestions on what to get her to carry instead.
Many (most?) larger hospitals will have security escort you to your car when you work night shift.
