WNDU just aired an update. EPD normally has 123 officers on staff, but was already down 11 officers. With the 7 more on adminastrative leave, that puts them down 18 officers. That is a 15% shortfall in officers to protect the city.
I was surprised that EPD had 123 officers. That got me wondering what some other averages were. A little google fu torned up the following data that is a little old but it is the first I found. It might be a little different 4 years later.
According to 2010 FBI data for full-time officers per 10,000 residents:
Indianapolis, IN / 20.0
Ft Wayne, IN / 17.8
Elkhart, IN / 24.18
Chicago, IL / 44.2
Detroit, MI / 32.1
New York, NY / 41.8
Newark, NJ / 46.7
Washington, DC / 65.6 (Highest Listed)
Irvine, CA / 9.2 (Lowest Listed)
