PayPal doesn't do the refund, the merchant does. You can log into PayPal and dispute the charge - then the vendor has two options (1) Refund (2) Fight the DisputeI paid B & B Reloading Supplies $156.64 on Jan 19, 2013 for a reloading order. They later cancelled and claimed Paypal would refund my money. Almost 3 months later and I can't find any contact info on B&B and Paypal ignores my emails!

I know this... Being a PayPal vendor handling thousands of transactions per month.
It could be fraud, or it could be an oversight on their part. We've had customers cancel things [we're a service provider] within their refund period and we've forgotten to refund. When brought to our attention we were happy to do it as it should have been done to begin with.Paypal refunded our card, but that was a clear-cut case of fraud. I wonder if it is different if it is a dispute with a vendor.
I would dispute it through PayPal first and if that doesn't get your money back [i.e. PayPal sides with the seller] then dispute it on your card.All you have to dispute, Is say that you never received the items you paid for. Also if you used a credit card though PayPal, call them and do the same. You may have waited a bit long to file the dispute though.
