    I paid B & B Reloading Supplies $156.64 on Jan 19, 2013 for a reloading order. They later cancelled and claimed Paypal would refund my money. Almost 3 months later and I can't find any contact info on B&B and Paypal ignores my emails!
    Beware, folks.

    I'm surprised you're having trouble with Paypal. Do they have a number you can call? You might get a better response if you can speak with a live person. Speaking from experience, I had a situation where a store clerk stole my credit card information and used it for online porn. We called Paypal to find out what was going on and they not only credited us back but provided us with enough information that we were able to track down the offender using AOL chat (yeah, that shows you how long ago this was). It was a female offender and she was dumb enough to provide us with enough personal detail that we were able to go back to Paypal and turn over the records so she could be prosecuted.

    PayPal doesn't do the refund, the merchant does. You can log into PayPal and dispute the charge - then the vendor has two options (1) Refund (2) Fight the Dispute

    I know this... Being a PayPal vendor handling thousands of transactions per month.

    Paypal refunded our card, but that was a clear-cut case of fraud. I wonder if it is different if it is a dispute with a vendor.

    All you have to dispute, Is say that you never received the items you paid for. Also if you used a credit card though PayPal, call them and do the same. You may have waited a bit long to file the dispute though.

    It could be fraud, or it could be an oversight on their part. We've had customers cancel things [we're a service provider] within their refund period and we've forgotten to refund. When brought to our attention we were happy to do it as it should have been done to begin with.

    That said, I know nothing about the vendor and you very well could be right, but if it were intentional fraud you likely wouldn't ever hear back from them after they got your money.

    I'm not trying to defend them, just making aware of the other possibilities that those, who don't use PayPal for business on a daily basis, may not be aware of or may not consider.

    I would dispute it through PayPal first and if that doesn't get your money back [i.e. PayPal sides with the seller] then dispute it on your card.

    If you dispute on the card first PayPal can [and probably will] close your PayPal account.

    That said, for physical goods - the seller has to prove they shipped something - if they haven't, you'll win the dispute. It may take a few days.
