I realize that you're illustrating the disingenuous reporting vis-à-vis the varying "death tolls", however, I have to say that I have never seen live fish hauled in a tanker. They usually ride in an aerated live well, whether hatchlings or mature, with the ability to be dipped out, or drained out, depending on waterway contamination rules at their destination.
That tanker doesn't appear to have been capable of either.
Unlike the media of the past, most of those articles and even titles will be edited again and again. I first started to notice that happening around 2012. It has only gotten worse since then. I believe now changing the title is to try for a different market(clicks) in many cases. As for the story "facts" changing they likely were feed the facts by either law enforcement or government...or they just make them up or let AI make the story up. Not many really do "news" anymore, it is mass marketing for clicks and 90% of the stories are feed to journalists(they really are not anymore though) for propaganda purposes.
